Child Care Subsidy

The Child Care and Development Fund block grant provides child care subsidies to families with working parents and with children under age 13. To be eligible, family income must be below state-established thresholds, which vary by family size but not by number of parents or marital status of parents. Likewise, the amount that a subsidized family must contribute to child care expenses (the “copayment”) is established by each state based on family income, total child care expenses, ages of children, and/or amount of time in care—but does not vary by number or marital status of parents. However, states do vary in whether they include step-parents and/or non-parent cohabitors in determining family size and/or family income. Also, states may require a different number of hours of work for parents in families with more than one parent.
